Vol. 326 No. 1

Written Answers. - Grant Payments.

421.

asked the Minister for the Environment further to his reply to parliamentary question No. 431 of 9 December 1980 concerning the total number of house improvement grants in his Department awaiting payment and the total value thereof, if any further estimate in relation to this matter concerning the totals involved under these two headings has as yet been compiled by his Department; and if he will make a statement on the prospect of payments of such grants during 1981 and on the compilation of an estimate of the cost to his Department in the event of payment of all approved grants to date.

The position in regard to the provision of information on the total number and value of house improvement grants currently awaiting payment remains as stated in my reply to question No. 431 of 9 December 1980 for the reasons given therein. Grants will be paid in 1981 where the necessary conditions have been complied with, namely, completed applications received, contracts or commitments entered into, works completed and payments claimed by the specified dates. It is expected that the 1981 provision of £19 million for house improvement grants and solid fuel grants will be adequate to meet the demands arising from compliance with these conditions and will be fully expended. The prior approval of work for which solid fuel grants are sought has never been required. Applicants for house improvement grants were also informed by public notices on 14 August 1980, that they could start their works without prior approval.

422.

asked the Minister for the Environment the total value of grant payments to date in respect of the former schemes for (a) home improvements and (b) reduction of dependence on oil; and the number of recipients in both cases.

Separate records are not kept of payments under the house improvement grants scheme introduced in December 1977, and the previous scheme; grants are still being paid in respect of both schemes. However 72,271 house improvement grants to the value of £31,993,118 have been paid from 1 January 1978 to 31 December 1980. Included in these totals are 23,382 solid fuel grants, to the value of £8,915,588, which were paid from the introduction of the scheme in July 1979 to 31 December 1980.

423.

asked the Minister for the Environment when an inspection will be carried out of the home of a person (details supplied) in Dublin so that his application for a home improvement grant will be paid.

Following recent notification of completion of work, an inspection will be carried out as soon as possible, with a view to payment of a grant, if in order.

424.

asked the Minister for the Environment (a) the number of reconstruction and home improvement grants due for payment in each county in 1980; (b) the number paid in each county during 1980; and (c) the number due for payment at the end of 1980.

425.

asked the Minister for the Environment (a) the number of conversion to solid fuel grants due for payment in each county in 1980; (b) the number paid in each county during 1980; and (c) the number due for payment at the end of 1980.

426.

asked the Minister for the Environment (a) the number of water grants to houses due for payment in each county in 1980; (b) the number paid in each county during 1980; and (c) the number due for payment at the end of 1980.

With the permission of the Ceann Comhairle, Questions No. 424, 425 and 426 are being taken together.

The records of housing grants kept do not enable information to be provided in regard to the number of grants due for payment during any period. The number of grants of the different categories paid in each county during 1980 was as follows:
