asked the Minister for the Public Service if he will give the following details of pay in relation to (1) clerical officers (2) porters and (3) messengers employed by his Department: (a) the basic pay at entry and the maximum on 31 December of each year from 1969 and on 30 June 1980; (b) the average pay on the scale in the same period; (c) the percentage rise for each of those years using 1969 as a base year; (d) the criteria used for pay increases over this period; and (e) any special reviews carried out.

(d) Apart from the general increases under the national agreements there have been a number of separate reviews of the pay of the grades during this period. The primary criterion applied in such reviews is the principle of fair comparison with the rates paid elsewhere for similar work, taking into account all relevant factors such as hours of work, conditions as to pensionability, and so on.
