(d) Apart from the general increases under the national agreements there have been a number of separate reviews of the pay of the grades during this period. The primary criterion applied in such reviews is the principle of fair comparison with the rates paid elsewhere for similar work, taking into account all relevant factors such as hours of work, conditions as to pensionability, and so on.

(e) Since 1969 the pay of clerical officers and messengers has been separately reviewed as follows:—

Grade

Year of Review

Range of increase, from minimum to maximum

Clerical Officer

1970

5.5% — 9.7%

1973

4.1% — 2.4%

1979

8.5% — 7.0%

1980

0.7% — 1.4%

Messenger

1972

5.2% — 9.5%

1979

17.9% — 17.9%
