asked the Minister for Finance the reason a person (details supplied) in County Galway is paying 70 per cent of his earnings in income tax.

The taxpayer referred to took up employment on a part-time basis in March 1980 and in the absence of a certificate of tax free allowances, was subject to deduction of tax on the emergency basis. He continued to work on a part-time basis but did not apply for a certificate of tax free allowances until October 1980, when he completed a return of income form on 30 October 1980. Details of his pay and tax from his employments did not become available to the inspector until mid-January 1981, and a full certificate of tax free allowances issued to his present employer on 27 January 1981. It is understood that a refund of all the tax deducted from his earnings since 6 April 1980, will be made on the next pay day.
