asked the Minister for Education if his Department have received correspondence in relation to a student (details supplied) in Dublin, and, if having reviewed the special circumstances of that student as set out in the correspondence, he is now prepared to sanction a proposal from the relevant local authority to award the minimum grant of fees to him.

I have received the correspondence referred to by the Deputy and I have had the question of the student's eligibility for a grant given the fullest consideration. I have to state that as the conditions in relation to means are not satisfied, the student has not qualified for the award of a grant in accordance with the provisions of the relevant scheme under the Local Authorities (Higher Education Grants) Act. In these circumstances a proposal for the award of a grant to him could not be approved.
