asked the Minister for Finance the results of the proposed simplification of VAT returns and records, alluded to in the 1978 Budget in respect of each of the categories of returns of records required of traders then and now.

In pursuance of the simplification proposals a new VAT return form was introduced in March 1979 which for most traders reduced the number of items which might be required to be entered; at the same time a new simpler combined purchases and sales account book for traders was introduced to replace the former separate purchases and sales books.

As regards the possibility of further progress, examination of the situation by the Office of the Revenue Commissioners and examination of submissions on the subject from a number of trade and professional groups has not so far shown any scope for substantial improvement within the requirements of the existing system based on three rates of tax.
