It was never envisaged that the statement prepared as the first phase of the annual science budget exercise would be made public. This point was made clear in the Dáil Official Report on the legislation eatablishing the National Board for Science and Technology and was, in fact, explicitly agreed by the Dáil Special Committee on the legislation.
