asked the Minister for the Environment the reason for the delay in the payment of the £1,000 new house grant to a person (details supplied) in County Cork.

There has been no delay in dealing with this case. The applicant was informed in January 1980 that, as the house was purchased from a builder, a certificate of reasonable value was required. As a certificate had not been obtained by the builder in respect of the house before the sale was compieted, as required by section 18(3) of the Housing (Miscellaneous Provisions) Act, 1979, the grant application had to be rejected. The applicant was informed to this effect on 21 January 1981.
