asked the Minister for Education if he has received representations from the board of management of St. Patrick's Boys national school, Holly Park, Blackrock, County Dublin concerning the problems which the board are having with the new regulations covering the employment and remuneration of substitute teachers; if his Department and the Revenue Commissioners are yet in a position to introduce more effective regulations to reduce the workload involved; and if he will make a statement on the matter.

I received a communication in relation to this matter from the secretary of the board of management of St. Patrick's national school. I understand that arrangements are being made that officials from the office of the Revenue Commissioners will attend meetings in different venues in the Dublin area to explain the operation of the PAYE system. Furthermore each registered school board of management has been sent an employer pack containing the usual PAYE data and a document giving specific instructions regarding PAYE tax in the case of substitute teachers.

I may add that in accordance with terms of the scheme of grants towards clerical assistance introduced by me on 1 April 1978 a school of the size of St. Patrick's national school may appoint a full-time clerical assistant and that such an appointment was made in the case of this school in March 1979.
