andMr. Kelly asked the Minister for Energy if EEC aid is available for the construction of nuclear power stations; if so, on what terms; if any member state has yet availed itself of such aid; and, if so, the amount of money given to such member states for this purpose.

In 1977 the Commission of the European Communities was authorised to borrow money on the international capital market and lend it to Community investors in nuclear power stations and fuel cycle facilities. The total amount authorised for this purpose is one thousand million units of account and by the middle of 1980 the Commission had lent 385 million units of account to nuclear power station projects in Belgium, France, Germany and Italy.

In addition loans are available from the European Investment Bank and nuclear projects may qualify for additional loan financing through the Community Borrowing and Lending Instrument known as the "Ortoli Facility".

The terms on which a loan would be granted would be a matter for negotiation at the particular time in which it is sought.
