asked the Minister for the Environment if his Department considers that works under the local improvement scheme should be advertised for tender, thereby allowing private contractors to compete against local authorities for such works; and if he will make a statement on the matter.

The administration of the local improvements scheme, including the execution of works is a matter for the county councils concerned subject to the provisions of the Local Government (Roads and Drainage) Act, 1968, and subject to general guidelines issued by my Department which are based on direct labour arrangements. I have no proposals to alter my Department's guidelines to county councils in this respect.
