Written Answers. - Bray Deanery Boards of Management.

asked the Minister for Education if he has received representations from the boards of management of the Bray Deanery concerning the question of payments of substitute teachers; and if he intends to meet the requests of the boards in this regard.

I have received representations in this matter on behalf of boards of management of national schools in the Bray Deanery.

The responsibility for the arrangements for the employment of substitutes for national school teachers absent for certain approved reasons was transferred from the individual teacher to the boards of management of the schools as from 1 January 1981. The situation in the case of these schools is now the same as that in the case of post-primary schools. I am satisfied the revised arrangements are appropriate and the most suitable which it is feasible to make to meet the relevant requirements.

asked the Minister for Education if he has had further representations concerning the constitution of the selection boards for the appointment of assistant teachers by the various boards of managements in the Bray Deanery area; and if he has any observations to make on the submissions received by him.

I have received representations in this matter on behalf of the boards of management of national schools in the Bray Deanery.

In this connection I would refer the Deputy to my reply on 29 January 1981 to questions relating to proposals for the revised composition of boards of management of national schools and of the selection boards for the nomination of assistant teachers for appointment by the boards of management. I stated that proposals which resulted from discussions between the Department of Education and representatives of the managerial and teacher organisations were to be placed before the Annual Congress of the Irish National Teachers' Organisation at Easter 1981 for approval. I understand that the proposals were adopted at congress.

My Department will, accordingly, be communicating at an early date with the managerial authorities with a view to the introduction of a revised constitution of boards of management and rules of procedure as from October 1981.
