asked the Minister for the Environment if he will make sufficient funds available to Leitrim County Council to enable them to pay SDA loans within a reasonable time.

A capital allocation of £900,000 was notified to Leitrim County Council on February 6 last for the payment of local authority housing loans and grants in 1981. This allocation is funded mainly from the Local Loans Fund with the balance being provided from the housing internal capital receipts of the council.

Up to 30 September last the council's expenditure, including provision for an incoming debit balance on the loan and grant schemes, was £678,000. In that period a total of £640,000 had issued from the Local Loans Fund which with estimated internal capital of a further £30,000 brought the total receipts to £670,000. A further instalment of £70,000 issued to the council from the Local Loans Fund on 16 October and a further sum of £140,000 will be made available before the end of the year.

Due to the inadequate provision for the scheme in this year's estimates, the available resources do not permit the making of a further allocation to Leitrim County Council at this stage. I will, however, keep the council's request for an increased allocation under review in the light of any allocations surplus to requirements which may arise in other local authority areas.
