The higher education grants scheme applicable to a candidate for a grant is the scheme of the year he qualified for a grant on grounds of attainments by virtue of successes in the leaving certificate examination. Accordingly, only those students who qualified for a grant on grounds of attainments by virtue of successes in the leaving certificate examination 1981, are eligible to have their applications for grant considered under the provisions of the 1981 scheme.
A candidate who qualified for grant on grounds of attainments by virtue of successes in the leaving certificate examination in a year prior to 1981, and who is entering on his third level course this year, will have his application considered under the scheme of the year in which he qualified academically for grant. This has been the practice since the inception of the scheme in 1968 and is regarded as being the most fair and equitable basis of administration of the scheme taking into account all the relevant considerations and circumstances.
