478.

asked the Minister for the environment the reason a house improvement grant has not been paid to a person (details supplied) in County Dublin.

As a new house grant was paid in respect of the house in 1974 this application was examined on the basis of the statutory limitations applying to further grants within a ten year period. As the work involved did not come within the specified categories a grant cannot be allowed.

asked the Minister for the Environment the reason for the delay in paying an improvement grant to a person (details supplied) in County Cork.

Under the Housing Regulations, 1980 (as amended), the latest date for completion of work and the receipt in the Department of claims for payment was 30 June 1981. As the Department's inspector reported in October 1981 that the work had not by then been satisfactorily completed payment of the balance of £100 cannot be made.

Following an inspection in February 1981, this applicant was requested to replace the ceiling material used, which is regarded as a fire hazard, with an acceptable material and he was advised that this work would have to be completed and a claim for payment received in the Department on or before 31 March 1981 (which date was subsequently extended to 30 June 1981). The Department's inspector reported on 29 October 1981, that the applicant has not replaced the ceiling material and payment of the grant cannot, therefore, be made.

As this statutory requirement was not fulfilled, payment of the grant cannot be made.

Under the Housing Regulations, 1980 (as amended) it was necessary for the work to be satisfactorily completed and a claim for payment received in the Department on or before 30 June 1981. As this statutory requirement was not fulfilled in the case referred to by the Deputy payment of the grant cannot now be made

497.

asked the Minister for Defence when a funeral grant and arrears of the IRA special allowance will be paid to a person (details supplied) in County Kilkenny in respect of his late father.

Certain over-payments arose in this case due to the encashment of warrants after the veteran's death. Payment of the funeral grant less the total of the over-payments will be made as soon as possible. Where the veteran is not survived by his spouse it is the practice to pay the funeral grant to the person who paid the funeral expenses. In this case, the son referred to by the Deputy is not the son whose name appears on the receipted bill from the undertaker.
