The employees of the Waterford Harbour Commissioners in question are the established outdoor staff of the commissioners. These employees are at present covered for pension purposes by the terms of the Pier and Harbour Provisional Order Confirmation Act, 1941. They have sought to be included in a scheme under section 151 of the Harbours Act, 1946 which at present covers officers of the harbour commissioners. It is not possible at the moment to include them under such a scheme. The position is being kept under review.
