asked the Minister for Fisheries and Forestry the number of non-established civil servants appointed in his Department since 30 June 1981; and if he will give their names, terms of appointment, duties and rate of remuneration in each case.

Cavan-Monaghan): One such appointment was made in my Department. The other details requested are set out in the following statement which I propose, with the permission of the Ceann Comhairle, to circulate with the Official Report:

Following are the relevant particulars in respect of non-established civil servants appointed to my Department since 30 June, 1981, other than those appointed

(a) from competitions conducted by the Civil Service Commission and

(b) to posts listed as scheduled occupations in the first schedule to the Civil Service Commissioners Act, 1956: Name, Mrs. Helena O'Reilly; Terms of Employment, Appointed in a temporary unestablished capacity as Personal Secretary to the Minister for Fisheries and Forestry under an Excluding Order by the Civil Service Commissioners for a period of one year; Duties, General duties attached to the Minister's Office; Remuneration, £9,254 per annum.

As there is only one person involved, why has the Minister not replied to the question? Is this the second departure of the day at Question Time?

(Cavan-Monaghan): The explanation is that it is a personal matter as far as the person appointed is concerned. I did not want to read out particulars regarding the matter in the House.

It is not so much the details here, but the most unusual principle which is being pursued by this Government. It is a departure from the usual procedure that when only one name is to be read out, it is not read out. It indicates that the Minister wishes to keep something back.

Or that he is being coy.

(Cavan-Monaghan): If the Deputy insists that the business of a civil servant be read out in the House, I will certainly do it. Does the Deputy want the name?

The question does not relate to a civil servant. The question relates to non-established civil servants.

(Cavan-Monaghan): Does the Deputy want the person's name read out?

(Cavan-Monaghan): The name is Mrs. Helena O'Reilly, who was appointed in a temporary unestablished capacity as personal secretary to the Minister for Fisheries and Forestry under an excluding order by the Civil Service Commissioners for a period of one year. Her duties are general duties attached to the Minister's Office and her remuneration is £9,254 per annum.

That was not so bad, was it?

I would like to be quite clear about this. Is this a permanent appointment?

(Cavan-Monaghan): I said that it was an appointment for one year.

We have no Government appointments in this Government.
