Youth Employment Agency Bill, 1981: Order for Second Stage.

Bill entitled an Act to provide for the promotion by the Minister for Labour of a limited company for the establishment, development, extension, operation, assistance (including financial assistance), encouragement, supervision, co-ordination and integration, either directly or indirectly, of schemes for the training and employment of young persons, to provide for the payment of a levy on incomes to defray the expenditure of the company in the performance of its functions and such other expenditure in relation to the training and employment of young persons as the Minister for Labour may determine and to provide for other connected matters.

I move: "That the Second Stage be ordered for Wednesday, 18 November 1981."

I have no objection to next Wednesday, subject to agreement with the Whips. I would ask the Minister to have a look at the explanatory memorandum. This is fairly complicated legislation and the explanatory memorandum is quite useless in its present form. It simply lists the sections and states what each section does. Perhaps we could have further information before Second Stage is taken.

This is a rather long and complicated Bill and if the explanatory memorandum contained all the explanations it would be very large. I suggest that it is best to wait until the Bill is being discussed since these matters can be teased out on Second and Committee Stages.

The Minister's remarks are very unhelpful. I direct the attention of the House to this explanatory memorandum which is in a most attenuated form, simply listing the sections and stating what each one does. In dealing with legislation of this importance and complexity we should be given additional information about exactly how this new levy and the organisation will work. If the Minister does not wish to be helpful there is nothing more I can do.

This is a rather catty remark by the Leader of the Opposition. We are as helpful as we always were.
