asked the Minister for the Environment if any consideration has yet been given to eliminating the need for by-law approval to be given by local authorities in view of the long delays being experienced, particularly by people waiting on Dublin Corporation for decisions, and of the extra costs being incurred by building contractors in some instances who have to vacate sites because work cannot proceed; if he is aware that in the case of Dublin Corporation's planning department delays have been excessive lately simply because staff have been out sick; and if he will have the matter examined fully.

I intend to replace existing building by-laws by making building regulations. I am considering having the regulations implemented by a system of control based on certification which should eliminate delays at present being experienced under the by-law system. These building regulations will be made as soon as possible after the passing of the necessary amending legislation.

The question of sick leave for local authority staff is entirely a matter for each local authority. Where there is an unusually high number of staff on sick leave in a particular area of a local authority it would be a matter for the manager to make alternative arrangements, such as reallocation of duties, deployment of staff and the appointment of substitutes.
