asked the Minister for Social Welfare the measures which have been taken to advise (1) public service employers and (2) private sector employers of the decision announced to the ICTU in the Taoiseach's statement of 19 April, 1982, regarding refunds of employee contributions, in respect of pre-April, 1982 earnings, charged at the new PRSI rates (and the youth employment levy); the measures taken prior to 1 May, 1982, to advise public service employers that the new PRSI and the youth employment levy should not be applied to last year's earnings (pre-April, 1982); and the date(s) on which the appropriate instructions or authorisations were addressed to the employers.

Consultations have been taking place between the Office of the Revenue Commissioners and my Department on this matter and a scheme for the refund of excess PRSI contributions paid is being devised. I will be announcing details of the scheme shortly. Employers will be notified individually.
