The house in question could not be sold in 1978 as purpose built houses were then specifically excluded from tenant purchase schemes. However, it may now be purchased under the current scheme which, for the first time, authorises local authorities to include in the scheme dwellings specially provided for the accommodation of physically disabled and mentally handicapped persons.
As the scheme is a national one which applies uniformly throughout the country, I regret that I cannot allow a departure from its terms in any particular instance.
