Normally senior promotion posts in my Department are filled from within the Department. However, a number of serving senior officers were recruited from outside the Department by competition confined to civil servants. No senior promotion posts are designated specifically as subject to recruitment from service-wide competitions as the general scheme of inter-departmental competitions for promotion to senior posts which is under consideration has not yet been introduced.
