Ceisteanna—Questions. Oral Answers - Artistic and Cultural Heritage.

asked the Taoiseach the Government Departments involved in preserving and developing Ireland's artistic and cultural heritage.

2.

asked the Taoiseach if he will give a detailed financial breakdown of the spending of each Government Department on the work of preserving and developing Ireland's artistic and cultural heritage.

I propose to take Questions Nos. 1 and 2 together and to circulate with the Official Report a statement giving the information sought by the Deputy.

The foregoing are the main areas of expenditure of Government Departments and State bodies in the area of preservation and development of artistic and cultural heritage. The costs shown do not include certain Departmental administrative expenses. For the Deputy's convenience the natural heritage functions of Departments have also been included. Note also that legislation, promoted by the Minister for the Public Service, to establish a National Heritage Council is at present before the Seanad.

Notes:

(a) The provision made for first, second and third level schools and colleges and for institutions such as Institiúid Teangeolaíochta Éireann, the Royal Irish Academy, the Royal Irish Academy of Music, the National Library and the Dublin Institute for Advanced Studies, contain elements related to teaching and/or research in the areas of Irish language, history and culture, Irish manuscripts and Celtic Studies. It is not possible to detail these elements separate from the overall provision. A section within the Department, An Gúm, deals with the publication of textbooks and general reading material in the Irish language.

(b) All of the work of the Department and of the two statutory boards under their aegis relates to the development of the Irish language, Irish culture and the Gaeltacht.

(c) The activities of the Irish Film Board are not primarily related to cultural or artistic heritage but, insofar as it considers appropriate, the board shall have regard to the need for the expression of national culture through the medium of film making. Assistance for the Crafts Council of Ireland and Craft Centres is provided by the Industrial Development Authority.

(d) These projects are funded by AnCO. It is not possible, in the time available, to provide separate details of the funding for the 19 projects involved, many of which are ongoing.

(e) Relates to Radio na Gaeltachta and the RTE orchestras, singers and players. It is not possible to give a breakdown in relation to programme-making generally insofar as it relates to artistic and cultural heritage.

(f) Relates to the upkeep of the Royal Canal and Grand Canal systems.

(g) Includes the Department's grant under section 17 (i) (a) of the Public Libraries Act, 1947, towards the running expenses of An Chomhairle Leabharlanna and grants to An Chomhairle to provide financial aid to library authorities.
