asked the Minister for the Environment when a reconstruction grant will be paid to a person (details supplied) in County Carlow.

There is no record in my Department of the receipt of an application for a house improvement grant from the person named.

The file in this case is with the inspector for investigation and report with a view to allocation and payment of a grant, if in order.

There is no record in my Department of the receipt of an application for a house improvement grant from the person named. A water and sewerage grant of £75 was paid in this case in May 1978.

An appropriate grant will be paid shortly in this case.

A recent inspection of this house revealed that it is not complete. A further inspection will be arranged when the applicant informs my Department that the house has been completed.

When the grant is paid and the appropriate claim form submitted by the applicant, the first instalment of the mortgage subsidy will be paid, if in order.

An inspection with a view to approval of a grant, if in order, will be carried out as soon as possible. The inspection date will be notified to the applicant.

There is no record in my Department of the receipt of an application for a new house grant from the person named. A house improvement grant of £600 was paid to this person in September 1980.

When the person named submits the document requested by my Department, the application will be processed further.

asked the Minister for the Environment the present position in relation to an application for a house improvement grant which was applied for some months ago.

A grant cannot be allowed in this case because, contrary to a qualifying condition of the scheme, the house in question (wooden structure) does not meet with the Department's outline specifications for grant purposes. The applicant has been so informed.

This person was in correspondence with my Department recently and an application form has been issued to him for completion. A recent inspection of this house revealed that the floor area is in excess of that allowable for grant purposes (1,346 sq. ft.). The application for both the new house grant and mortgage subsidy has, accordingly, been rejected.

An inspection with a view to approval of a grant, if in order, in this case will be carried out as soon as possible.

A grant in respect of the provision of a water supply is not payable by my Department in this case as this work formed part of house improvements for which a disabled persons grant has been paid by the local authority.

The file in this case is with the inspector for investigation and report with a view to allocation and payment of a grant if in order. Payment of the mortgage subsidy will not be made until the grant is paid and the appropriate claim form is received and processed.

Payment of the mortgage subsidy will not commence until at least six months have elapsed from the date of execution of the mortgage deed and the person named submits the claim form duly completed and certified by the lending agency.

asked the Minister for the Environment when a new house grant will be paid to a fully qualified person (details supplied) in County Wexford.

The person named was asked on 16 December 1982 to submit further information in support of his application. Some of this information is supplied in the Deputy's question. When all the information requested is received, an inspection will be arranged with a view to allocation and payment of the grant if in order.

asked the Minister for the Environment if he will arrange for the early payment of a £1,000 new house grant to a person (details supplied) in County Galway.

The applicant in this case has been asked to submit documentation to my Department in support of his application. The grant will be paid when an inspection establishes that his house has been completed and occupied and all other conditions applying to the grant scheme have been complied with.

asked the Minister for the Environment if he will arrange for the immediate payment of a reconstruction grant to a person (details supplied) in County Galway.

A grant for the provision of water and sewerage facilities was paid in this case on 30 September 1982. A grant for the provision of bathroom facilities cannot be allowed because, contrary to a qualifying condition of the scheme, the work had commenced before an inspection of the house was carried out.

asked the Minister for the Environment when a house improvement grant will be approved under the old scheme for a person (details supplied) in County Wexford.

Under the Housing Regulations, 1980, as amended, the latest date for the completion of the work and the receipt in the Department of a claim for payment of the grant was 30 June 1981. As these conditions were not complied with in this case the grant cannot be paid.

294.

asked the Minister for the Environment the present position in regard to the payment of a house reconstruction grant due to a person (details supplied) in County Limerick.

A house improvement grant cannot be paid in this case because, as required under the Housing Regulations 1980, as amended, it has not been satisfactorily established that, on or before 21 January 1980:— (a) the work had commenced, or (b) a binding agreement had been entered into to have the work carried out, or (c) materials for the work had been purchased.

asked the Minister for the Environment the reasons for the delay in paying a new house grant to a person (details supplied) in County Limerick.

This application for the grant was rejected in November 1982 because the floor area of the house exceeds the maximum area allowable for grant purposes (1,346 sq. ft.). The applicant was so informed.

An inspection, with a view to the approval of a grant, if in order, will be carried out in this case as soon as possible.

asked the Minister for Industry and Energy when an insulation grant will be paid to a person (details supplied) in County Wexford.

An application under my Department's attic insulation grant scheme was received from this person on 20 December 1982. The application will be processed in the normal course and if it is found to be in order a payable order for the correct grant due will be issued.

The announcement of the termination of the scheme as from the end of 1982 resulted in a very substantial increase in the number of applications. There is at present a back-log of cases to be dealt with and this is being done as quickly as is possible.
