I propose to take Questions Nos. 470 to 479, inclusive, together.
The appointment of teachers to secondary schools recognised under the Rules for Secondary Schools are made by the authorities of the schools. The authorised quota of teachers to whom incremental salary may be paid is determined in accordance with the Rules for the Payment of Incremental Salary to Secondary Teachers, which are of general application.
I am not in a position to state what arrangements the authorities of individual schools will make in regard to the employment of teachers of particular subjects of the curriculum in the school-year 1983-84 or the total number of teachers whom they will employ. There is, however, no basis for any assumption that the general adjustments in the authorised quota of teachers in secondary schools to whom incremental salary may be paid which will take effect as from the commencement of the school-year 1983-84 will result in school authorities not being in a position to make suitable provision for guidance service.
The arrangements for the employment of remedial teachers in secondary schools remain unaltered. In the case of vocational schools, the Department of Education in making the annual allocation of teachers will stipulate the number of teachers being allocated within the total allocation to the vocational education committee in respect of guidance work, as well as the number of teachers in the case of other specialists areas, such as woodwork, metalwork and religion.
In the case of comprehensive and community schools, the Department will make the necessary provision for guidance work in accordance with the circumstances of the individual schools, with due regard to the conditions applicable in the case of secondary and vocational schools.
A revised circular letter dealing with the employment of guidance teachers in second level schools will be issued in due course.
