asked the Minister for Industry and Energy if he intends to proceed with the inquiry into the high cost of electricity; and if he will make a statement on the matter.

Preparations for an inquiry into the reasons for the present high electricity prices are proceeding.

As the Deputy will be aware, proposals on this matter were withdrawn from the Government meeting held on 8 December 1982 — the intention being, I understand, to afford the incoming Government an opportunity to consider the matter. I have had these proposals reviewed, in consultation with other Ministers concerned. This review has now been completed and I am submitting revised proposals for consideration by the Government at an early date so that the inquiry can then proceed.

Can the Minister confirm that outside people are involved as working personnel on this inquiry? When do they expect to complete the inquiry?

Yes. It is proposed that six persons be appointed comprising representatives from the private sector, of whom one would be chairman, and senior civil sevants of the relevant Departments.

Does the Minister accept that the cost of electricity here appears on the surface to be the most expensive in Europe?

On the surface that might appear to be the case but the purpose of this inquiry is to go below the surface.

Could the Minister indicate when this inquiry might be finalised?

No, but I share the Deputy's evident concern about the importance of this matter and I hope it will be completed quickly. I will consider setting a time limit for the return of the report but I have not yet made a final decision.

Can the Minister give us from a relatively recent date the total increase in the cost of electricity for the previous 12 months? Is he satisfied that factors justify the alarming increase which has occurred in the past year?

That, in the time honoured phrase, is a separate question.

I cannot understand how it is so. We are talking about the cost of electricity.

We are talking about a particular inquiry. If the Deputy wishes to have figures, I will get them for him.
