: It is my intention to examine the points at which decisions are made at all levels within the educational system with a view to ensuring that the relevant interests have the opportunity of effective participation.
In due course I shall be holding consultations with interested parties and I do not wish to prejudice such discussions by making a more detailed statement on the matter at the present time.
