asked the Minister for Transport if he will give a list of the exemptions from road freight certificates for hauliers and truck owners in respect of the haulage of turf; agricultural produce; lime and gravel; sand and cattle.

: Persons engaging in the carriage of merchandise for reward must hold a Road Freight Certificate in accordance with the provisions of the European Communities (Merchandise Road Transport) Regulations, 1977 and 1981, unless the carriage is exempted.

The exempted categories of carriage are listed on the following schedule.

Persons engaged in the carriage of sand, lime gravel or agricultural produce not listed on the schedule are not exempted from the requirement to hold a road freight certificate.

The requirement to hold a road freight certificate is in addition to and not in substitution for the requirement to hold a merchandise licence under the transport legislation.

SCHEDULE

Categories of carriage for which a Road Freight Certificate is not required

(a) National and international carriage —(i) carriage in a vehicle or a combination of vehicles (including a trailer or a semi-trailer) which does not exceed 2.5 metric tons unladen weight or which has a permissible maximum total laden weight of not more than 6 metric tons.

(b) National carriage only — The carriage of: (i) cattle, sheep or pigs; (ii) turf; (iii) milk to a creamery or a cream separating station; (iv) separated milk from a creamery or a cream separating station; (v) milk containers to or from a creamery or a cream separating station; (vi) newly harvested wheat, oats or barley from a farm to a place of storage, assembly or processing, between 1st August and 30th November in any year; (vii) livestock (other than cattle, sheep or pigs) by a farmer for neighbouring farmers from or to a farm, to or from an auction mart, market or fair within 20 miles of his residence.
