Mr. Leonard

asked the Minister for the Environment (a) the total allocation to each county under the local improvements scheme in each of the years 1977 to 1981, inclusive; (b) the number of outstanding applications in each county on 31 December 1982; and (c) the average cost of the scheme in each county.

: Details of the total allocations under the local improvements scheme to each county council for each of the five years 1977 to 1981 are set out in Table 1. Table 2, based on recent information supplied by councils, gives details of the position as at 30 November 1982 in relation to applications received under the scheme.

Precise information is not available on the average cost per scheme. The cost of the schemes is financed mainly by State grant and partly by contributions payable by the landholders concerned. Column 6 of Table 2 gives, for each county, an estimate, based on the information furnished by councils, of the amount of State grant which would be required on the assumption that all the schemes were undertaken. Applications may be subsequently withdrawn, or schemes may not otherwise be undertaken due for example to the failure to pay local contributions, withdrawal by one or more of the landholders concerned from a proposed scheme or refusal by one or more landholders to permit entry by council on land for the purposes of a scheme.
