asked the Minister for the Environment the position regarding the work to rule which has been implemented by house grant inspectors in his Department since 1 February 1983; the steps being taken to ensure that housing grant applications are dealt with expeditiously; and if he will make a statement on the matter.

Housing grant inspections in four counties were affected for a period by an industrial relations problem relating to a vacancy in the inspectorate staff which came within the scope of current restrictions on the filling of vacant posts. Inspections have been resumed while the matter which gave rise to the problem is being further considered.
