asked the Minister for Social Welfare the reason a free electricity allowance was not granted from March 1982, which was when the disabled persons maintenance allowance was granted to a person (details supplied) in County Donegal.

The ESB have now been instructed to apply the allowance to the electricity account of the person concerned from the May/June 1982 billing onwards. This is the earliest period from which the allowance may commence in this case having regard to the date on which an application was made by the person concerned.

asked the Minister for Social Welfare when a decision will be made on a claim for unemployment assistance by a person (details supplied) in County Donegal.

The application of the person concerned for unemployment assistance was disallowed on the grounds that he failed to show that his means did not exceed the statutory limit. He appealed against the decision and further inquiries were made by a social welfare officer. The person concerned however continued to refuse to give details about property which had been sold by him. The case was referred to an appeals officer and on 10 May 1983 the appeals officer upheld the disallowance of the application for unemployment assistance on the grounds that by failing to furnish particulars of means the person concerned failed to show that his means did not exceed the statutory limit.

asked the Minister for Social Welfare if he will arrange to pay unemployment benefit to a person (details supplied) in County Donegal.

The person concerned exhausted her title to unemployment benefit when she completed 312 days on 22 December 1982. She may requalify for benefit only when she has 13 weeks of insurable employment with contributions paid at the appropriate class. The contributions paid by her are presently being investigated to establish whether her employment is appropriate to a class of contribution which would requalify her for unemployment benefit. It is expected that the investigations in her case will be completed shortly after which her entitlement to unemployment benefit will be determined.
