Vol. 342 No. 12

Written Answers. - Social Welfare Benefits.

29.

asked the Minister for Social Welfare when an invalidity pension will be granted to a person (details supplied) in County Donegal.

The person concerned has been in receipt of disability benefit since 26 June 1981 and payment is being made at regular weekly intervals.

Invalidity pension is payable in place of disability benefit to insured persons who satisfy the contribution conditions and who are permanently incapable of work. The person concerned is being considered for invalidity pension and in this connection arrangements are being made to have him examined by a medical referee on 2 June 1983. His entitlement to invalidity pension will be reviewed in the light of the report of this examination.

30.

asked the Minister for Social Welfare the position regarding the disability benefit due to a person (details supplied) in County Donegal.

The person concerned was paid disability benefit for 52 weeks from 9 July 1981 to 10 July 1982.

Under the provisions of the Social Welfare Acts a person must have a minimum of 156 contributions paid since entry into insurable employment in order to qualify for payment of disability benefit for a period exceeding 52 weeks.

According to the records of my Department the person concerned has a total of only 108 paid contributions since her entry into insurable employment in February 1978. Her entitlement to disability benefit ceased, therefore, after 10 July 1982. In order to requalify for payment she would need at least a further 13 weeks employment for which contributions at the appropriate rate have been paid.

Credited contributions have been allowed on the medical certificates which have been furnished to date.

31.

asked the Minister for Social Welfare when a free telephone rental allowance will be sanctioned for a person (details supplied) in County Donegal.

The application for free telephone rental allowance from the person concerned which was received in my Department on 25 April 1983 has been approved and she has been notified accordingly.

The Department of Posts and Telegraphs have been advised of the decision and will arrange to apply the allowance to her telephone account.

32.

asked the Minister for Social Welfare the reason disability benefit is not being paid to a person (details supplied) in County Donegal.

It has not been possible from the information supplied to trace a benefit claim for the person concerned. If the RSI number or the social insurance number of the claimant can be quoted this will enable the claim to be identified and the information sought by the Deputy to be supplied.

33.

asked the Minister for Social Welfare when social welfare benefit will be paid to a person (details supplied) in County Donegal.

The person concerned was in receipt of an unmarried mother's allowance up to November 1980 when she commenced employment and her means exceeded the statutory limit for its receipt.

She recently informed the local social welfare officer that she wishes to reapply for the allowance, and her application is being investigated. When the report is received a decision will be given on her claim and she will be notified without delay.

35.

asked the Minister for Social Welfare when arrears of an unmarried mother's allowance will be paid to a person (details supplied) in County Donegal.

Arrears of unmarried mother's allowance in respect of the period from 3 March 1983 to 18 May 1983 have been offset against a claim for refund of supplementary welfare allowance paid to the person concerned by the North-Western Health Board during that period, and against an overpayment of unmarried mother's allowance previously incurred by her amounting to £1,286.80. Accordingly no arrears are now payable to her. A deduction of £5 per week from the allowance currently payable has been arranged with her towards refunding the balance of the overpayment.
