asked the Minister for Industry and Energy if his Government will endorse and assist in every way the efforts of Young Ireland which is now being established in second level schools throughout the country to encourage the promotion and purchase of Irish goods; and if he will make a statement on the matter.

I am aware of the activities of the "Young Ireland" group which originated in Oatlands College, Stillorgan, and I have been following their progress and development with interest. The Oatlands' pupils and teachers have shown tremendous enthusiasm and drive in launching their "Buy Irish" promotion and it is very gratifying to see that their initiative is being duplicated in schools throughout the country.

The Deputy will be aware that the Treaty of Rome precludes the Government from directly encouraging or supporting schemes — such as the one organised by the "Young Ireland" group — designed to promote the purchase of Irish goods on the domestic market. In fact a Judgement of the European Court of Justice in November 1982 specifically condemned the Irish Government for its involvement in the organisation of a campaign to promote the sale and purchase of Irish products within its own territory.

I understand that the Treaty of Rome does not prevent such schemes being operated by private individuals or groups.
