asked the Minister for Transport the conditions under which a person (details supplied) in County Limerick can dispose of his merchandise and transport licence.

A merchandise licence is not transferrable by the licensee to any other person. Where the ownership of a merchandise road transport business has been transferred I may, if I so think proper, on the application of the new owner of the business transfer the relative merchandise licence to him. Save in exceptional circumstances I would grant such a transfer on receipt of satisfactory evidence of the transfer of the business where the new owner holds, or can qualify for the grant of, a road freight certificate.
