Written Answers. - Social Welfare Benefit.

asked the Minister for Social Welfare the reason for the delay in paying unemployment assistance to a person (details supplied) in County Cork.

In order to determine the entitlement of the person concerned to unemployment assistance inquiries are necessary to establish his means. It is expected that these inquiries will be completed shortly and a decision will then be given in his case. Delay in completing the inquiries was due to a backlog of work in the area.

asked the Minister for Social Welfare the reason unemployment assistance was not paid to a person (details supplied) in County Cork.

The entitlement to unemployment assistance of the person concerned cannot be determined until his case is investigated and his means have been assessed.

A social welfare officer visited his home address on 26 May 1983 but he was not available for interview. He has, however, been afforded another opportunity to make himself available for interview this week. When the inquiries are completed his means will be assessed and his entitlement to unemployment assistance will be determined accordingly.

asked the Minister for Social Welfare when unemployment assistance will be paid to a person (details supplied) in County Donegal.

The person concerned is in continuous receipt of unemployment assistance since 16 March 1978. He is at present being paid at the rate of £35.25 weekly being the maximum rate payable to him £57.95 less means £22.70. Means in his case are derived from the benefit of his wife's earnings.

asked the Minister for Social Welfare when arrears of pension will be paid to a person (details supplied) in County Donegal.

A payable order for arrears of United Kingdom pension, less the amount of deserted wife's allowance and widow's non-contributory pension overpaid after entitlement ceased, will be issued to the person concerned within the next couple of days.

asked the Minister for Social Welfare the reason unemployment benefit has been refused to a person (details supplied) in County Donegal.

Following inquiries the unemployment benefit claim of the person concerned was disallowed on the grounds that by reason of not genuinely looking for work she was not available for work. She appealed against the disallowance and she attended an oral hearing of her case on 19 April 1983. The appeals officer upheld the disallowance of her claim. She ceased to sign as unemployed after 7 May 1983.

asked the Minister for Social Welfare the reason disability benefit has not yet been paid to a person (details supplied) in County Cork.

The person concerned submitted a claim for disability benefit on 16 March 1983 in respect of an incapacity for work which commenced on 1 February 1983. Payment was disallowed from 4 February 1983, fourth day of incapacity, to 8 March 1983 as he failed to give notice of his incapacity within the prescribed time (within seven days from the day on which he became incapable of work). His claim was authorised from 9 March 1983 at the maximum rate appropriate to a single person. It was subsequently established that he should have been paid at the rate for a married couple with three dependent children. An adjustment cheque for the arrears of benefit payable to 21 March 1983, after which date he was certified as fit to resume work, was issued on 20 June 1983.
