Written Answers. - Promotion and Transfer of Civil Servants.

asked the Minister for the Public Service if he is aware of a resolution passed by the Civil Service Executive union at their recent annual delegate conference concerning the practice of promoting or transferring civil servants in the change-over period between Governments; in view of the resolution passed by the union if the Government will introduce the necessary legislation or regulations to prevent such promotions or transfers from taking place; and if he will make a statement on the matter.

I am aware of the resolution referred to by the Deputy, which is aimed at preventing the grant of preferential treatment for promotion or transfer to civil servants associated with Ministers' offices. So far as promotion is concerned, no civil servant connected with ministerial work has, since the change of Government in June 1981, received preferential treatment during the change-over period between Governments.

As regards the transfer of such staff I assume the Deputy is referring to the question of where a civil servant, assigned to a Minister's office from another Department, should be located on a change of Government. I have, in fact, informed the Civil Service Executive Union that these civil servants will remain on loan from their parent Departments in their substantive grades. Accordingly, they will return in those grades to their Departments when their services are no longer required. In the circumstances the statutory regulation of these matters is not proposed.

asked the Taoiseach the number of civil servants who have applied for a transfer of employment to County Galway; and the approximate period those at the top of the list have been waiting for a transfer.

One member of the staff of my Department applied on 14 January 1981 for transfer to County Galway. In the case of the Central Statistics Office, who are under the aegis of my Department, the situation is that 15 officers have applied for transfer to Galway. The six officers at the top of the list applied between 28 March and 17 August 1981.
