asked the Minister for Posts and Telegraphs the reason a telephone is not being installed immediately for a person (details supplied) in County Meath who is an invalid and as he lives in a house where there was a telephone seven years ago.

I understand fully the frustration felt at the delay in providing telephones. Regrettably, however, it will not be possible to meet this application until necessary additional engineering work is carried out.

The objective of the Department's current telephone development programme is to provide a fully satisfactory telephone service nationally in terms of both quality and availability by the end of 1984 and it is expected that service will be provided for the person named within the next six months or so.

A survey is being carried out to ascertain when it will be possible to provide service for the person named at his new address.

The account in this case has been rechecked and was found to be correct. The meter and associated equipment were also checked and no fault was found which could have caused over-recording.

The bill must therefore, I regret, be maintained.

asked the Minister for Posts and Telegraphs the reason it is costing over £500.00 to transfer a telephone from a person (details supplied) in County Wicklow to another person (details supplied) in County Wicklow.

Transfer or removal terms are applicable only in the case of an existing subscriber removing from one address to another or in the case of a person moving into a premises where the necessary linework is in situ in its entirely.

These conditions do not apply in the case of the application referred to and new line terms have been quoted to the person named. These charges have been assessed on the basis of standard rentals and procedures.

A survey is being carried out to ascertain when it will be possible to provide telephone service for the persons named.

The applicants will be contacted as soon as the result of the survey is known.

It has not been possible to trace an application from the person named.

Service was offered to a brother of the person named at the same address but the offer was not accepted.

The telephone rental subsidy scheme is administered by the Department of Social Welfare. Any inquiry on this aspect should be addressed to the Secretary of the Department at Townsend Street, Dublin 2.
