The report of the study group has recently been submitted to me. After examination by my Department has been completed it is my intention to place the relevant findings and my recommendations as to further action before the government at the earliest opportunity and consequent action will be a matter for Government decision. This report was not prepared with publication in mind. The work of the group was in the nature of an internal policy review and it has not been the general practice to publish the results of such reviews.
