asked the Minister for Transport the decisions taken by the Council of Transport Ministers at their recent meeting; and if he will make a statement on the matter.

A meeting of the Council of the European Communities (Transport) was held in Luxembourg on 7 June 1983.

The council considered a wide range of items covering road, rail, sea and air transport as well as infrastructure matters. Agreement was reached on a number of these items while other matters were referred to the Committee of Permanent Representatives for continued examination.

The items on the agenda and the decisions taken by council are set out in a tabular statement which I propose to circulate in the Official Report.

Following is the Statement:

2. Approval of the list of “A” items including Proposal for a Council Directive amending Directive 65/269/EEC concerning the standardisation of certain rules relating to authorisations for the carriage of goods by road between Member States

Agreed

3. Proposal for Council Regulation laying down detailed rules for the application of Articles 85 and 86 of the Treaty to maritime transport

Council instructed the Committee of Permanent Representatives to continue their examination of this proposal, which had been submitted for a progress report only.

4. Draft Council Decision on counter-measures in the field of international maritime transport

Agreed

5. Draft Council Recommendation on the ratification of the 1979 International Convention on Maritime Search and Rescue (SAR)

Agreed

6. Second interim report by the Commission on the implementation of Council Regulations EEC No. 954/79 concerning the ratification by Member States of, or their accession to, the United Nations Convention on a Code of Conduct for Liner Conferences

7. Draft Council Directive concerning the authorisation of scheduled inter-regional air services of passengers, mail and cargo between Member States

Substantial agreement reached subject to reservations by two delegations. (Both reservations have since been lifted.)

8. Proposal for a Council Directive on the weights, dimensions and certain related characteristics of certain road vehicles

Council noted present position and requested the Committee of permanent Representatives to continue its examination of the draft Directive.

9. Proposal for a Council Regulation on the fixing of rates for the carriage of goods by road between Member States

Substantial agreement reached subject to reservations by two delegations.

10. Proposal for a Council Decision on the commercial independence of the railways in the management of their international passenger and luggage traffic

Agreed

11. Draft Council Resolution on the implementation, in stages, of a series of measures in the field of inland transport

Council instructed the Committee of Permanent Representatives to continue their examination of the draft resolution which had been submitted at this stage for initial discussion only.

12. Commission report on the negotiations with Austria in the inland transport sector

Council noted report and requested the Commission to examine some further aspects of the problem.

13. Proposal for a Regulation on support for projects of Community interest in transport infrastructure

Council requested Commission to prepare a proposal relating to disbursement of funds for 1983.

14. Other Business

(a) Presentation by the Netherlands delegation of a memorandum on the common transport policy

Statement noted and to be considered by the Committee of Permanent Representatives in conjuction with continuing work on item 11.

(b) Statement by the Netherlands delegation on piracy at Lagos

Statement noted and to be considered further by the Commission.

(c) Statement by French delegation on unfair practices in shipping sector

Statement noted and to be considered further by the Commission.
