asked the Minister for the Environment if he will explain his intentions in regard to the insurance of a learner driver; and if he will make a statement on the matter.

On the 11 October 1983 the Government announced a series of measures to be implemented arising from the recommendations of the Prices Advisory Committee Report of Inquiry into the Cost and Methods of Providing Motor Insurance. These measures included the reimposition of the requirement that a learner driver be accompanied by a driver with a full licence.

In order to enable learner drivers to adjust to the new requirement and provide time for those who have had sufficient experience of driving to undergo the driving test, I propose to make regulations providing for the new requirement early in the new year.

The position relating to the insurance of learner drivers will not be affected by the requirement. An insurer may not limit the cover under an approved policy of insurance by excluding driving by holders of provisional licences generally. The policy may, however, specify that named persons are not covered.
