Vol. 345 No. 5

Written Answers. - Telephone Service.

239.

asked the Minister for Posts and Telegraphs if he will arrange to have a telephone service transferred for a person (details supplied) in County Galway.

A removal of service will be provided for the person named as soon as the necessary additional engineering work can be carried out.

The objective of the Department's current telephone development programme is to provide a fully satisfactory telephone service by the end of 1984 and it is expected that a removal of service will be provided for the person named next year.

240.

asked the Minister for Posts and Telegraphs if he will make a statement on the telephone overhearing (details supplied) which took place on 27 July 1983 between a journalist and Roinn na Gaeltachta.

Inquiries were made by my Department following reports that particulars of the content of a telephone call made on 27 July 1983, from a hotel in Galway to the journalist referred to was in the possession of a third party. It was admitted by the third party who had been in the hotel on the night in question that he had notes of the content of the telephone call which had been made through the hotel switchboard but he refused to say how the information was secured. It has not been possible so far to clarify this point due to a lack of cooperation by some of those interviewed.

I deplore the invasion of the privacy of the telephone system involved in the incident, and I have made provision in the Postal and Telecommunications Services Act, 1983, to protect users of the service against such abuses in the future. Under that legislation, anybody who listens to a telephone call without the agreement of both the person on whose behalf the call is being transmitted by Bord Telecom Eireann when established, and of the persons intended by him to receive the call, will be guilty of an offence and will be liable on conviction to a heavy fine and/or imprisonment.

241.

asked the Minister for Posts and Telegraphs if he will arrange to have a telephone service provided for a person (details supplied) in County Cork.

It is expected that telephone service will be provided for the person named within about a month. I very much regret the delay. However, by the end of 1984 the vast majority of telephone applications will be met on demand.

242.

asked the Minister for Posts and Telegraphs the reason for the delay in providing a telephone service for a person (details supplied) in Dublin 14 as he applied for a telephone approximately two years ago; and when it is anticipated that service will be provided.

It has not been possible to provide service so far for the person named because of the volume of engineering work on hands and requiring attention in the 01 area.

The objective of the Department's current telephone development programme is to provide a fully satisfactory telephone service by the end of 1984 and it is expected that service will be provided for the person named during the first part of next year.

243.

asked the Minister for Posts and Telegraphs the reason a telephone service of a firm in Dublin (details supplied) continues to be out of order; and if proper service will be restored to the firm as the ten people employed by it are in danger of losing their jobs.

Service was withdrawn from 28 June to 3 August due to non-payment of account. Since restoration of service there were two breakdowns due to cable faults. These were repaired and service has been restored. The line is now satisfactory but it is not, regrettably, possible to undertake that faults will not occur in the future.

A rebate of rental will be allowed for the periods of breakdown.

244.

asked the Minister for Posts and Telegraphs if he will investigate the telephone account of a person (details supplied) in County Dublin; and if he will grant a rental rebate for the period from June last to date for which the telephone has been out of order.

Service has been restored. A rebate of rental for the period mentioned will be allowed on a future account.

245.

asked the Minister for Posts and Telegraphs if his Department intend repairing and extending the old Clondalkin telephone exchange, Dublin.

It is intended to instal a new modern exchange in Clondalkin next year. The existing exchange which is nearing the end of its useful life and which is inadequate for requirements will then be withdrawn from service. In the meantime regular maintenance will be undertaken to ensure the best possible standard of service with existing equipment.

246.

asked the Minister for Posts and Telegraphs when a telephone service will be provided for a person (details supplied) in County Donegal.

Regrettably, it will not be possible to meet this application until necessary additional engineering work is carried out.

The objective of the Department's current telephone development programme is to provide a fully satisfactory telephone service nationally in terms of both quality and availability by the end of 1984 and it is expected that service will be provided for the person named during the first half of next year.
