asked the Minister for Social Welfare if it is now the policy of his Department that farmers who have received compensation under the Department of Agriculture disease eradication scheme are to have their compensation assessed as income, thus preventing the replacement of stock and preventing the farmers from qualifying for unemployment assistance.

Compensation for diseased cattle is generally used towards purchasing replacement stock and as such is not treated as income in assessing means for social welfare purposes. If, however, money received by way of compensation is not used to replenish stock numbers and is held or invested it would constitute capital and would be assessed as such.
