asked the Minister for the Environment the notification that is given to people of the provision that exists whereby the minimum three days notice of cancellation of a driving test normally required can be waived if exceptional circumstances are established to the satisfaction of the Department.

It has not been the practice to draw the attention of applicants to the provision whereby the normal three days notice required to cancel arrangements for a driving test can be waived in exceptional circumstances. Under the relevant regulations it is a matter for the applicant to satisfy the Department that he had adequate reason for not undergoing the test and each case is judged on its merits. Experience has shown that applicants who claim to have reasonable grounds for cancelling a test do not hesitate to notify the Department.

The present practice is reasonable, having regard to the overall cost of operating the driver testing scheme and to the fee for a test (e.g. £17 in the case of a car).
