I have been advised by the Revenue Commissioners that entitlement to a sub-contractor's certificate (C.2) is governed by statutory conditions which must be fulfilled before such a certificate can be issued. On 18 April 1984 the inspector wrote to the agents acting on the taxpayer's behalf setting out the matters which would have to be put in order before his application for a C.2 certificate could be considered further.
