asked the Minister for the Environment the reason Meath County Council were only paid £197,410 of the £415,620 claimed as a result of the snow storms in 1982; and how the percentage payment was arrived at.

The total provision made in June 1982 by the then Government was £2 million and the total claims received from local authorities amounted to £4,128,762. Accordingly the then Minister decided to give priority to specific abnormal items of expenditure and that the division of the amount available would, taking account of this, be made generally on a pro-rata basis. In the case of Meath County Council the calculation of the recoupment was as follows:

(1) Total Claim, £415,620; (2) Total expenditure on specific abnormal items, £275,596; (3) Proportion of (2) which was paid by Department, 71.63 per cent.
