asked the Minister for Justice if he proposes to introduce new procedures for the Garda Síochána to deal with offences without a criminal prosecution, in keeping with efforts by other police forces to replace prosecution by caution in the case of some particular offences.

, Limerick East): A procedure for administering a formal caution as an alternative to prosecution has been in operation in respect of juveniles for many years, the scheme being known as the Garda Juvenile Liaison Scheme. In addition it is, of course, common for persons of all ages to be informally warned by a garda in respect of minor infringements of the law. The question of whether a procedure for formal cautions should be introduced in respect of adults is one which would fall to be considered by the recently established Committee of Inquiry into the Penal System.
