asked the Minister for Social Welfare the reason a person (details supplied) in County Cork has not been paid children's allowance in respect of her third child.

An allowance book was issued to the person concerned on 18 September 1984 payable from May 1984. She is now in receipt of allowance at the rate of £36.15 a month which is the correct rate of allowance for three qualified children.

asked the Minister for Social Welfare the reason for the delay in granting free electricity allowance to a person (details supplied) in County Cork.

There is no trace in the Department of the receipt of an application for a free electricity allowance said to have been made by the person concerned in June 1984.

A further application has since been received and the ESB has been instructed to apply the allowance to his electricity account from the August-September 1984 billing period onwards.

asked the Minister for Social Welfare the rate of unemployment benefit being paid to a person (details supplied) in Dublin 5; if this person is in receipt of pay-related benefit; and if so, at what rate.

The person concerned claimed unemployment benefit on 25 September 1984 and she was paid at the rate of £35.90 on the basis of 43 weeks of insurable employment during the governing contribution year from 6 April 1982 to 5 April 1983. Following further inquiries it was ascertained that she had eight credited contributions in the governing contribution period and she was thus entitled to the maximum rate of £37.25 weekly. All arrears due were paid on 19 October, 1984. Weekly payments at this rate will continue to be made as they become due. Her entitlement to pay-related benefit with flat-rate unemployment benefit cannot be decided until her reckonable earnings during the relevant income tax period are known. She has been asked to furnish a statement from her employer showing her earnings and when she does so her entitlement to pay-related benefit will be determined.

asked the Minister for Social Welfare when a deserted wife's allowance will be paid to a person (details supplied) in Dublin 5 who applied over four months ago; and if he will make a statement on the matter.

The person concerned has been awarded deserted wife's allowance for herself and four qualified children at the maximum rate, with effect from 24 May 1984. An allowance book with orders payable from 1 November 1984 has been forwarded to the designated post office for collection by her and she has been notified accordingly.

A payable order in respect of arrears from 24 May 1984 to 31 October 1984, less the amount of the dependants' portions of her husband's unemployment assistance and supplementary welfare allowance paid to her during that time, will be sent direct to her shortly.

asked the Minister for Social Welfare when unemployment assistance will be paid to a person (details supplied) in Dublin 13; and if he will make a statement on the matter.

The person concerned claimed unemployment assistance on 26 September 1984. His claim was referred to a social welfare officer for investigation of his means. These inquiries are now completed and he has been assessed with nil means. Accordingly, he is entitled to unemployment assistance at £30.90 weekly. He was paid all arrears due on 31 October 1984 and weekly payments of £30.90 will continue to be made as they become due.

asked the Minister for Social Welfare when the balance of disability benefit will be paid to a person (details supplied) in County Carlow.

The person concerned claimed disability benefit from 3 September 1984 to 8 October 1984 after which date he was certified fit to resume work. Benefit was paid at the weekly rate of £96.55, the maximum rate appropriate to a married man with four dependent children. He was also paid pay-related benefit at the weekly rate of £19.18 from 24 September 1984, nineteenth day of incapacity.

All benefit payable in respect of his claim has been issued to him.

asked the Minister for Social Welfare when pay-related benefit will be paid to a person (details supplied) in Dublin 13; and if he will make a statement on the matter.

The unemployment benefit claim of the person concerned was disallowed from 10 September 1984 to 20 October 1984 on the grounds that she left her employment voluntarily without good cause. Her claim was allowed from 22 October 1984 and pay-related benefit at £19.32 weekly has been allowed from 8 November 1984. Payment will be made to her on 16 November 1984.

However the person concerned has appealed against the disallowance of her flat-rate unemployment benefit during the period 10 September 1984 to 20 October 1984 and arrangements are being made to have her case determined by an appeals officer. The date of commencement of her entitlement to pay-related benefit with flat-rate unemployment benefit will be reviewed in the light of the decision of the appeals officer.

asked the Minister for Social Welfare the reason a person (details supplied) in Dublin 13 is only in receipt of £30.90 unemployment assistance to support her and her school-going child while she was previously refused an unmarried mother's allowance; the reason she has not been in receipt of fuel vouchers; and if he will make a statement on the matter.

The person concerned applied for an increase in the rate of unemployment assistance payable to her in respect of a child and following the recent completion of inquiries her application was allowed and accordingly her rate of unemployment assistance has been increased to £38.95 weekly. Payments at this rate commence on 8 November 1984 and will continue as they become due.

By reason of being entitled to an increase in unemployment assistance for a qualified child she is now entitled to fuel vouchers and five fuel vouchers were issued to her at her local office on 6 November 1984.

366.

asked the Minister for Social Welfare the reason a person (details supplied) in Dublin 13 had his rate of unemployment assistance reduced in mid May, 1984, from £83.50 to £55.50; and if he will make a statement on the matter.

Following reinvestigation of the unemployment assistance claim of the person concerned his means were increased to £30.10 weekly derived from benefit accruing to him from his wife's earnings. The rate payable to him was reduced from £83.50 to £58.40 from 20 June 1984, being the appropriate rate £88.50 less means £30.10. This amount increased to £65.55 from 4 July 1984. He appealed and an appeals officer reduced the means assessment to £21.50 weekly from 20 June 1984.

He is therefore entitled to unemployment assistance at the weekly rate of £67 from 20 June 1984 increasing to £74.15 from 4 July 1984. All arrears due were paid to him on 23 October 1984. Weekly payments of £74.15 continue to be made as they fall due.
