An allowance book payable from July 1984 was issued to the person concerned on 26 September 1984. Due to a clerical error this book was not issued at the correct time. The claimant subsequently returned the book to the Department for a change of address on 10 October 1984 and it was re-issued to him on 25 October 1984.
