andMr. O'Kennedy asked the Minister for Communications if he will give details of the expenditure of £245,000 on consultancy services in 1984; the number of people employed on this work; and how these people were recruited.

The £225,000 allocated to my Department in 1984 under the general heading of consultancy services included provision for other services such as payments to the Institute for Industrial Research and Standards for work in connection with approval of tachographs. £174,256 was paid up to 25 November 1984 in respect of the following:

As the consultancies were carried out by organisations, details of the numbers employed on each assignment are not readily available. The firms were selected on the basis of their general suitability, reputation and proven experience for the tasks involved.

andMr. O'Kennedy asked the Minister for Finance if he will give details of the expenditure of £72,000 on consultancy services in 1984; the number of people employed on this work; and how they were recruited.

On the basis of the information available to me to date it is now expected that the 1984 outturn in respect of consultancy services will be £66,000. This expenditure is in respect of the recoupment to the Industrial Credit Company of the salary costs of two accountants who are on loan to my Department under the terms of the lateral mobility scheme which allows for an exchange of staff within the public service and between the Civil Service and private bodies.

andMr. O'Kennedy asked the Minister for Finance the reason an increase of 38 per cent is being estimated for consultancy services in his Department for 1985; and how the additional £22,000 will be spent.

The 1985 Estimate for consultancy services in my Department is £99,000. On the basis of the information available to me to date it is now expected that the 1984 outturn will be £66,000. The difference of £33,000 between the 1985 Estimate and the 1984 expected outturn is mainly accounted for by the inclusion in the 1985 Estimate of an amount needed to assess my liability in respect of pre-vesting day pension entitlement of former Department of Posts and Telegraphs employees and pensioners (no provision was required in 1984 for this purpose). The remainder is in respect of some work needed in connection with the preparation of the Estimate and budget.
