Limerick East): The development of Garda-community relations is a continuing process and one to which increasing attention has been paid in recent years as may be seen from the fact that there is now a section in Garda Headquarters under the direction of a chief superintendent the functions of which include the gradual improvement and development of these relations.
In these circumstances the Garda authorities do not think that it is either practical or desirable to attempt to place such developments within the framework of two year, five year of ten year plans. The matter, which necessarily involves experimentation, has to be developed on a flexible basis.
