asked the Minister for Labour the present position in relation to PRSI payments under the youth employment scheme; who is responsible for making such payments; and if, in fact, the employees are credited for the full PRSI payments during the periods of employment under the community youth training project.

Young persons employed on projects receiving aid under my Department's grant scheme for youth employment are insurable for purposes of PRSI. Organisers of such projects are obliged to make deductions and to pay over the employers' and employees' contributions to the Collector-General.

Young persons, while engaged on an AnCO Community Youth Training Project, are not considered as being employed but are regarded as trainees. They are, however, insurable under the Social Welfare Acts for occupational injuries benefit and also receive "credits" to preserve entitlements to social welfare benefits accumulated by virtue of social welfare contributions paid during previous employment.
